ACTION: Proposed rule; Extension of public comment period. ----------------------------------------------------------------------- SUMMARY: The EPA is announcing a 30-day extension of the public comment period for the proposed ``National Emission Standards for Hazardous Air Pollutants for Pesticide Active Ingredient Production.'' As initially published in the Federal Register on November 10, 1997 (62 FR 60565), written comments on the proposed rule were to be submitted to the EPA on or before January 9, 1998 (a 60-day public comment period). The public comment period is being extended for 30 days and will now end on February 9, 1998. DATES: Comments must be received on or before February 9, 1998. ADDRESSES: Comments should be submitted (in duplicate, if possible) to the Air and Radiation Docket and Information Center (6102), Attention: Docket No. A-95-20, U.S. Environmental Protection Agency, 401 M Street S.W., Washington, DC 20460. The EPA requests that a separate copy also be sent to the contact person listed under the FOR FURTHER INFORMATION CONTACT section. Comments and data may also be submitted electronically by following the instructions provided in the SUPPLEMENTARY INFORMATION section. No Confidential Business Information (CBI) should be submitted through electronic mail. SUPPLEMENTARY INFORMATION: Electronic Filing. Electronic comments can be sent directly to the EPA at: a-and-r-docket@epamail.epa.gov. Electronic comments and data must be submitted as an ASCII file avoiding the use of special characters and any form of encryption. Comments and data will also be accepted on disks in WordPerfect 5.1 or 6.1 file format or ASCII file format. All comments and data in electronic form must be identified by the docket number A-95-20. Electronic comments may be filed online at many Federal Depository Libraries. Discussion. On November 10, 1997, at 62 FR 60565, the EPA published the proposed National Emission Standards for Hazardous Air Pollutants for Pesticide Active Ingredient Production and provided a 60-day public comment period. Requests have been received to extend the public comment period beyond the 60 days originally provided. These requests have been made by businesses that will be affected by the rule. Their request for this extension is primarily based on the fact that Thanksgiving and Christmas holidays occur during the comment period which would cause hardship on their ability to provide timely and useful comments. In consideration of these concerns, the EPA is extending the comment period by 30 days (until February 9, 1998), in order to give all interested persons the opportunity to comment fully.
