TSCA Chemical Testing; Receipt of Test Data

AGENCY: Environmental Protection Agency (EPA).
ACTION: Notice.

SUMMARY: This notice announces EPA's receipt of test data on Ethylene 
Dichloride (EDC), (CAS No. 107-06-2). These data were submitted 
pursuant to an enforceable testing consent agreement (ECA)/Order issued 
by EPA under section 4 of the Toxic Substances Control Act (TSCA).

I. General Information

A. Does this Action Apply to Me?

     This action is directed to the public in general. This action may, 
however, be of interest to those persons who are concerned about data 
on health and/or environmental effects and other characteristics of 
this chemical. Since other entities may also be interested, the Agency 
has not attempted to describe all the specific entities that may be 
affected by this action. If you have any questions regarding the 
applicability of this action to a particular entity, consult the person

II. Test Data Submissions

     Under 40 CFR 790.60, all TSCA section 4 ECAs/Orders must contain a 
statement that results of testing conducted pursuant to ECAs/Orders 
will be announced to the public in accordance with section 4(d) of TSCA.
     Test data for EDC, a hazardous air pollutant (HAP) listed under 
section 112 of the Clean Air Act Amendments of 1990, were submitted by 
members of the HAP Task Force. These data were submitted pursuant to a 
TSCA section 4 ECA/Order and were received by EPA on March 3, 2006. The 
submission includes a final report titled ``1,2-Dichloroethane (EDC): 
Limited Pharmacokinetics and Metabolism Study in Fischer 344 Rats.'' 
(See document ID Nos. EPA-HQ-2003-0010-0081 and 0082''). EDC is used as 
a chemical intermediate principally in the production of vinyl 
chloride, but also vinylidene chloride, 1,1,1-trichloroethane, 
trichloroethylene, tetrachloroethylene, aziridines, and ethylene 
diamines. It is also used as a solvent.
     EPA has initiated its review and evaluation process for this 
submission. At this time, the Agency is unable to provide any 
determination as to the completeness of the submission.
