The water pollution area under the US-USSR agreement has been divided into two distinct parts. The first is composed of three projects organized under a working group entitled "River Basins, Lakes and Estuaries, and Aquatic Ecosystems." The second encompasses a variety of exchange activities under a working group of "Prevention of Water Pollution from Municipal and Industrial Sources." The US chairman of the first group is Dr. Tudor T. Davies, Deputy Director of EPA's Gulf Breeze Environmental Research Laboratory. The Soviet Chairman is Dr. Vladimir Lozanskiy, Director of the All-Union Scientific Research Institute of Water Protection (VNIIVO), a research and development facility under the Ministry of Land Reclamation and Water Management. The Joint Working Group meets once a year to review the past year's program and plan activities for the next. However, most of the scientific work is accomplished under the individual projects: "Management and Control of River Basin Water Quality" (formerly headed by Mark Pisano, Director of the Water Planning Division, and V.R. Lozanskiy); "Protection and Management of the Water Quality in Lakes and Estuaries" (chaired by Dr. Davies, and Dr. A.A. Zenin, Director of the Hydrometeorological Institute in Novocherkassk); and "Impact of Pollutants on Aquatic Ecosystems and Development of Water Quality Criteria" (led by Dr. Donald Mount, Director of EPA's Duluth Environmental Research Laboratory, and Professor I.V. Butorin, Director of the Academy of Sciences' Institute of Biology of Inland Waters). |
