Why won't the EME install?
- ArcGIS 9.2 Service Pack 1 (or later)
- Microsoft .NET Framework 2.0
- .NET Feature for ArcGIS (this is not the same as .NET SDK)
Determine your ArcGIS Service Pack Version:
To find out which ESRI products are currently installed on your machine, download the ServicePackFinder utility and run it from your local machine. This utility provides a report detailing which ArcGIS products are currently installed on your machine. The utility can be accessed at:

Identify whether or not Microsoft .NET Framework 2.0 is on your machine:
You can determine which version of the .NET Framework is on your machine by going to:
Start -> Control Panel -> Administrative Tools. You should see Microsoft .NET Framework 2.0 Configuration listed. Alternatively, you can go to Start -> Control Panel -> Add/Remove Programs and look for Microsoft .NET Framework 2.0.
If it is not listed in either of those places, the Microsoft .NET Framework 2.0 feature is not installed on your machine.

This feature is available on your original ESRI ArcGIS 9.2 source media but it is not typically installed by default when you choose the standard installation for ArcGIS. If you choose standard/default installation and already have the .NET Framework 2.0 installed, then the .NET Feature is installed automatically. In all other cases, it is not installed with a standard installation.
You can determine if the .NET Support Feature was installed on your machine by going to 'C:\Program Files\ArcGIS' (or your default installation directory for ArcGIS) and looking for a folder named DotNet. You should see the folder located on your machine directly under the default installation directory for ArcGIS with a number of .dlls located inside of the folder. If this folder does not exist or if the folder exists but has no .dlls listed within it, then the ESRI .NET Support Feature for ArcGIS is NOT on your machine.
If this feature was not installed with your initial installation of ArcGIS, you can add this to your installation free of charge. Go to 'Add/Remove programs' in the Control Panel and modifying your installation to include this feature. The feature may be installed from the original ESRI ArcGIS 9.2 source media.

- In the "Tools" menu, go to "Folder Options"
- Click on the "File Types" tab
- Pick "XML Document" in the list then click "Edit..."
- The "Content Type (MIME)" should be text/xml and "Default Extension for Content Type" should be ".xml"

- The EPA synchronizer is turned on, and
- The first metadata record edited in EME after running ArcCatalog has no information in section 6 when saved, and then
- Another metadata record is opened that does have information in Section 6 and it is saved.
- Make sure section 6 is added to the first record after opening ArcCatalog, or
- Turn off the synchronizers before editing and then turn them back on after.
Do you have the right components installed on your machine? There are three requirements for installing the EME:
Both ArcGIS and Microsoft's .NET framework should be installed on your machine before you can install the .NET Feature for ArcGIS. In order to determine whether or not you have the correct features on your machine, take the following steps:
Have you uninstalled any of the following components since originally installing the EME?
You need these products installed on your machine to be able to uninstall the EME. Use the process described in FAQ #1 above to determine if you have the appropriate components on your machine.
Are you using the correct .NET 2.0 installer for your processor architecture? Make sure you download and use the .NET 2.0 installer that matches the machine's processor architecture (x86, x64, IA64).

If you do not have Microsoft's .NET Framework 2.0 installed on your machine, the ESRI .NET Support Feature is not listed as a modifiable on the ESRI install disk. You need to install Microsoft's .NET Framework 2.0 first and then the ESRI option will show up (see graphic below).

Did you install the EME with 'Everyone' selected when the installer prompted you to select who could access the program? You will need to have that option selected in order to make sure everyone that uses your machine can run the EME. To fix this, you will need to uninstall and then re-install the EME, making sure to select 'Everyone' when the installer asks whether to install for yourself or anyone who uses the computer.

You must have read/write access to the directory where the EME is installed. Navigate to your EME installation directory and make sure your permissions are set appropriately for that folder.
It is likely that a number of your errors are derived from having ESRI defaults turned "on". You can disable these by going to Tools -> Options in ArcCatalog, clicking on the Metadata Tab and un-checking the 'Automatically Create Metadata' and 'Automatically Update Metadata' options.
In order to remove these errors from your record, you will likely need to open the record in an xml editor or text file. Many of these elements will be inaccessible through the EME and other metadata editing user interfaces. It is possible that a standard Windows component used by (but not installed by) EME has a bad/corrupt version installed on your computer. Consult with your local system administrator to monitor memory usage on the computer and detect any rogue component that may be causing the memory leak.
If you have a data file stored in xml format and you'd like to create metadata for it, you cannot select the xml data file in the ArcCatalog table of contents and load the EME. You need to create a separate xml file that does not contain your data and load that into the EME. This is because the EME recognizes all xml files as types that should be loaded into the user interface as metadata information. If your data file happens to be stored in xml format, EME will try to load your data into the user interface, which will not work correctly. A blank xml file can be constructed and used to load into the EME as a starting point for your metadata development. Download a blank XML file for use in the EME.
If you don't see the results of validation showing up with proper formatting, you may need to associate the xml file properly. To do this, take the following steps:

This ArcCatalog issue is actually not caused by the EME. It is known to happen when Windows XP installs an automatic Security Update (KB955069) on your machine or when you install Service Pack 1 for Windows Vista. This is a known bug in ArcGIS 9.2. It is fixed by installing Service Pack 6 for ArcGIS 9.2. It is not reproducible in ArcGIS 9.3. There are two discussion threads related to this topic on ESRI’s website:

The EME expects to find the file "last_session.xml" located in this directory on your machine. If you do not have this file, you can fix this problem by creating a blank xml file, naming it "last_session.xml", and placing it in this location on your machine.

During a unique set of circumstances, the EME unintentionally deletes section 6 of the metadata record. This unintentional deletion occurs when the following conditions are met:
When these 3 conditions exist, the EME removes section 6 from the record. This is a known bug and will be fixed in the next EME release. In the meantime, 2 ways to resolve this behavior are to:
