Science: Host agencies volunteering for the Baltic Fellows Program will be responsible for all scientific aspects of the fellow they have selected for research. Full proposal development, field schedules, scientific publishing of results and overall laboratory supervision.

Contacts: Each host agency will identify a scientific contact (the individual to be contacted regarding any aspect of research, and a logistics contact (the individual who will be taking care of lodging and flights, and who will be requesting reimbursement on a monthly basis from the Great Lakes Commission). Also, the supervisor to whom the fellow directly reports to should be identified and passed along to the Great Lakes Commission/Baltic Task Force.

Reporting: Host agencies are expected to provide a report on their experience with the Baltic Fellow/Program to be included in an overall summary of the Baltic Program for Phase I.

Per diem: This includes lodging and meals and incidentals, including phone calls (within reason) and transportation costs to place of research (bus pass). Every effort should be made to find suitable accommodations well within the given budget. Any travel other than travel to the laboratory (e.g. travel to a workshop or other research site) will be covered by the host agency. The host agency logistics coordinators will work together with the Great Lakes Commission to ensure fellows are reimbursed on a monthly basis.

Medical: Medical insurance will be reimbursed by the Great Lakes Commission. Host agency logistics coordinators should work with the fellows in asking them to purchase insurance in their country of origin (this is much less expensive than buying it here). The Great Lakes Commission will reimburse each fellow upon receiving their receipt of purchase of medical insurance covering the entire period of their stay in the United States.

Lodging: It is generally recommended that host agency logistics coordinators find lodging that contains a kitchenette or similar facility, this cuts down on meal costs. Also, finding lodging as close to the place of research as possible will reduce commuting costs. Thirty day-lease apartment rentals or long term stay hotels are generally agreeable.

Travel: The only travel the Great Lakes Commission will cover are the flight costs for each fellow to fly economy class return to the US from their country of origin. Commuting costs to the place of research will be covered under the daily maximum per diem.

Telephone calls: Each fellow will be able to call home and charge these calls against their daily per diem rate.

Schedule: Depending on the research that is to be undertaken, each host agency is responsible for completion on the research in a timely manner. The maximum stay for each fellow is up to 6 months. Any over-run of a six-month time frame will be borne by the host agency and/or the fellow.

Attendance at Baltic Program workshops: It is expected that the Baltic Fellows Program will host a workshop to discuss research findings and to encourage new hosts to volunteer for Phase II. Each host agency for this year is encouraged to budget for travel to a workshop to be held somewhere in the mid-west sometime this fall, 1999.
