PCB Draft Workplan
March 10, 1998
Substance: PCBs
Challenges:
U.S: Seek by 2006, a 90 percent reduction nationally of high level
PCBs (> 500 ppm) used in electrical equipment. Ensure that all PCBs
retired from use are properly managed and disposed of to prevent
accidental releases within or to the Great Lakes
Canada Seek by 2000, a 90 percent reduction of high-level PCBs (>1 percent PCB) that were once, or currently, in service and accelerate destruction of stored high-level PCB wastes which have the potential to enter the Great Lakes, consistent with the 1994 COA.
Workplan:
The workplan will follow the 4 step analytical process referenced in
the Strategy and Implementation Plan
Step 1: Gather baseline information on PCBs
| ACTIVITIES | PLAYERS | PRODUCT | DATE DUE | COMMENTS |
| Review baseline information | Government w/ stakeholder input | Paper | - 3/23 begin discussion - due: 4/30 |
|
| Determine means of measuring and tracking progress | Government w/ stakeholder input | Position paper | - 3/23 begin discussion - due: 4/30 |
Sources: - Commercial storer and disposer annual reports (US) - COA PCB database (Canada) |
| Complete formation of PCB workgroup | All | Membership list |
- 3/23 begin discussion - due: 4/30 |
Step 2: Analyze current regulations, initiatives and programs which manage or control PCBs
| ACTIVITIES | PLAYERS | PRODUCT | DATE DUE | COMMENTS |
| Review governmental regulations | Governments | Summary paper (overheads) | 3/23 discussion |
