Attachment 2. Proposed Approach for Producing Characterization Reports and Conducting an Implementation Feasibility Workshop

The Project Team will work with the Watershed Evaluation Team (WET) to identify the priority projects that have the greatest level of stakeholder support. The WET's recommendation will be presented to the Barataria/Terrebonne Management Conference at the April 16th meeting. The Oyster Restoration Review Panel (ORRP) members of the Management Conference will be asked to endorse or modify this recommendation. Comprehensive characterization reports will then be prepared for each of the "best-bet" projects . The reports will be drafted by the project staff, working with WET members and other local experts. WET members will be responsible for reviewing the final content of the reports. The Project Team will facilitate a thorough review of these reports by the WET members, and a final evaluation will be made regarding feasibility of implementation for each "best-bet" project. The WET will develop a recommendation based on this evaluation, which will be presented to the Barataria/Terrebonne Management Conference at the summer meeting. The Oyster Restoration Review Panel (ORRP) members of the Management Conference again will be asked to endorse or modify this recommendation. Based on this recommendation, and as a further demonstration of the implementation process, an Implementation Feasibility Workshop will be held to begin discussions between the stakeholders critical to implementation of each "best-bet" project. The Project Team will work with a committed project Champion to organize this first meeting of the Implementation Teams (i.e., the project Champion will serve as the Team Leader and other important stakeholders will make up the Team).

The rationale of this approach is to demonstrate the development of complete and consistent Characterization Reports on selected priority oyster restoration projects, thereby allowing resources to be used for organizing a project's Implementation Team and developing a meeting process for these Teams
