Stormwater Management Goals and Strategies

EPA’s goal is to transform its conventional building stormwater management approach by using low impact development (LID) best practices which will decrease the stormwater impact of its facilities on the environment.
To accomplish this and meet federal stormwater management requirements, EPA has developed the following strategies.
Ensure Agencywide Compliance with the Energy Independence and Security Act of 2007 (EISA)
EISA Section 438 requires federal agencies to maintain or restore a site’s predevelopment hydrology when projects impact more than 5,000 square feet of a site.
To ensure compliance with EISA Section 438 and reduce building impacts to natural site hydrology, EPA provides resources, guidance, and tools to its architects and engineers so that LID strategies are incorporated into all new projects, retrofits, and building leases.
Identify Retrofit Opportunities
Executive Order (E.O.) 13423 requires that 15 percent of the Agency’s existing building inventory meet the Guiding Principles established by the Federal Leadership in High Performance and Sustainable Buildings Memorandum of Understanding by FY 2015.
EPA is compiling an inventory of existing stormwater management techniques employed across the Agency in an effort to identify retrofit opportunities that will satisfy the requirements of E.O. 13423 and development impacts.
Practice Interoffice Cooperation
EPA’s Sustainable Facilities Practices Branch (SFPB), Office of Wetlands, Oceans, and Watersheds (OWOW), and Office of Wastewater Management (OWM) have adopted a collaboration strategy for EPA projects to assure stormwater management efforts follow LID principles and incorporate wet weather green infrastructure.
