EPA uses the GreenCheck process to track compliance with federal facility sustainability requirements, including Executive Order (EO) 13514, the Energy Independence and Security Act of 2007 (EISA), the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings, EO 13423, and the Energy Policy Act of 2005 (EPAct 2005).

EPA established GreenCheck as a formal process to review and ensure construction, renovation, alteration, repair, and leasing projects comply with energy and environmental regulations and Agency policies.

The GreenCheck process facilitates cohesion between all project stakeholders—including real estate leads, architects, engineers, and EPA water, energy, and materials specialists—to identify opportunities to implement sustainability practices, resolve questions, and provide technical support for the project. How GreenCheck Works

EPA developed the GreenCheck form to consolidate federal requirements and Agency policies into a user-friendly checklist to be evaluated at the inception of a project and updated as necessary during the project life cycle. GreenCheck focuses on several sustainability areas, such as energy consumption, renewable energy use, water consumption, stormwater management, sustainable materials, waste management, and indoor environmental quality. The process is designed to ensure projects meet federal environmental requirements and EPA’s sustainability goals, as well as foster an integrated team approach to project design and construction.

Architects and engineers from EPA’s Architecture, Engineering, and Asset Management Branch (AEAMB), along with representatives from the Agency’s Sustainable Facilities Practices Branch (SFPB), complete a GreenCheck form for each qualifying project. Responsibility lies with the the project lead to ensure that the requirements identified in the GreenCheck form are addressed during the planning, design, construction, and occupancy phases of the project.

The branch chiefs for SFPB and AEAMB assign project leads and review information recorded for each project for quality assurance and completeness. The GreenCheck coordinator oversees the process using the GreenCheck project spreadsheet to enumerate and track the progress of all projects. On major projects, a local facility manager is also involved in the GreenCheck process.


EPA initiated the GreenCheck process in fiscal year (FY) 2007, but the Agency periodically updates the GreenCheck form to stay current with environmental requirements and EPA’s environmental goals and policies. Since June 2007, 100 percent of EPA’s projects involving new construction, renovation, alteration, and/or repair project and lease actions have been assessed by the GreenCheck process.


GreenCheck remains a living document and a process that is continually being revised based on new regulations and policies, in addition to feedback from project leads and stakeholders. GreenCheck serves as a reminder to all EPA architecture, engineering, and real estate professionals to keep sustainability at the forefront throughout the project life cycle.
