| Community Profile Stoughton, Wisconsin was incorporated in 1856 and has a population of 13,000. Stoughton Utilities began public water service in 1886 and electric service in 1891. The City of Stoughton and Stoughton Utilities have elected to lead by example in pursuing green power consumption, promoting water and energy conservation, reducing our local carbon footprint, and encouraging environmental stewardship. | |
