Environmental Protection Agency Administrator William D. Ruckelshaus today announced major changes in organization designed to further unify the five-month-old agency's functions into a coordinated attack on environmental problems.

"The actions we are taking," Ruckelshaus said, "will further integrate the five major units transferred to EPA for dealing with contamination of the environment. These changes will improve our ability to meet the mandates of the President and the Congress in carrying out our mission."

Among the most significant changes are:

Appointment of Donald M. Mosiman as Assistant Administrator for Media Programs. Mosiman's former position as Assistant Administrator for Field Coordination will be discontinued. In his new post, Mosiman will head up the activities of the Offices of Air and Water programs. The positions of Acting Commissioners for these offices will be eliminated.

A lawyer, Mosiman began private practice in Indianapolis in 1957. From 1961 to 1967, he was a Special State Deputy Insurance Commissioner acting as rehabilitator and liquidator for four Indiana casualty insurance companies. From 1958 to 1961, he was a Deputy and Assistant Attorney General for the State of Indiana, heading up a division responsible for the Public Service Commission, State Office Building, Insurance Department, and State of Indiana Contracts Division.

Mosiman graduated from Wabash College in 1951, and received his law degree as doctor of jurisprudence in 1957 from Indiana University's School of Law. From 1951 until 1953, he served in the United States Coast Guard as a lieutenant, Jg. Mosiman is married and has four children.
