Don R. Clay

Biography

The U.S. Senate has confirmed Don R. Clay as EPA's Assistant Administrator for Solid Waste and Emergency Response. In this position, Clay will direct the agency's Superfund, hazardous waste community-right-to-know and underground storage tank programs.

EPA Administrator William K. Reilly said, "Don Clay is an exceptional manager with a solid technical background. His skills will be put to good use in some of the Agency's toughest programs to get results. He'll be a great asset to an outstanding EPA team."

Clay had served as Deputy Assistant Administrator of the Office of Air and Radiation since June 1986, where he revised the office's management systems and instituted a number of organizational improvements. Prior to that, he was Acting Assistant Administrator for Pesticides and Toxic Substances from 1985-86, and from 1981-85, Director of the Office of Toxic Substances, where he helped develop the federal position on the regulation of biotechnology. In his 19 years of public service, Clay has served as a senior-level manager with several other federal health and safety agencies, including the Food and Drug Administration and the Consumer Product Safety Commission.

Clay has received numerous awards and honors during his federal career, including the EPA "Administrator's Award" in 1983. In 1987, he received the Presidential Meritorious Executive Rank Award for sustained accomplishments in environmental management. In 1988, he received the Distinguished Presidential Rank Award for continuing excellence in government management.

Clay is a registered professional engineer in his native state of Ohio and holds two degrees in chemical engineering from Ohio State University.
