J. Winston Porter
Biography

The U.S. Senate yesterday confirmed the appointment of Dr. J. Winston Porter as EPA's Assistant Administrator for Solid Waste and Emergency Response.
In that capacity, Dr. Porter will oversee the agency's Superfund and other hazardous waste management programs. The current Superfund priority list contains over 800 sites requiring cleanup. In addition, approximately 5,000 hazardous waste treatment, storage, and disposal facilities are regulated by the EPA.
A chemical engineer and manager, Dr. Porter has extensive background in several environmental areas, including hazardous waste control as well as municipal and industrial pollution control programs. His education includes a B.S. degree from the University of Texas (Austin) and a Ph.D. from the University of California (Berkeley).
From 1976 until recently, Dr. Porter was the owner of the management and engineering consulting firm of J. W. Porter and Associates in Leesburg, Va. His practice included hazardous waste consulting, energy and environmental analyses, market surveys, and personnel and business planning projects. He was also involved in the management of major environmental/permitting programs for several industrial projects.
From 1966 to 1976 Dr. Porter was associated with the Bechtel Group, Inc., a large international engineering and construction organization. In 1972, he was named the first Manager of Bechtel's Environmental Services Department, where he developed and directed a staff of professionals engaged in industrial pollution control activities, pilot plant studies, municipal wastewater treatment projects, and environmental impact analyses.
In 1974-75, Dr. Porter became Vice President of International Bechtel, Inc. In that capacity, he managed the master plan of the multi-billion dollar Jubail Industrial City in Saudi Arabia. He directed teams in Riyadh, Beirut, and San Francisco in preparing a detailed plan for the Jubail infrastructure, including power, water, waste disposal, transportation, communications, manpower training, and community facilities.
In 1975-76, Dr. Porter served as Vice President and Manager of Services for Saudi Arabian Bechtel Co. (Sabco) in Al Khobar, Saudi Arabia, where he supervised Sabco's finance, accounting, personnel, and contract administration activities.
Dr. Porter is a member of the American Institute of Chemical Engineers (formerly a director of the Environmental Division), American Chemical Society, the Water Pollution Control Federation, and is listed in American Men and Women of Science.
