The U.S. Environmental Protection Agency today announced the appointment of Charles S. Warren as the Agency's new Regional Administrator in New York City, with responsibility for the states of New York and New Jersey, Puerto Rico and the Virgin Islands.
In his new post, Warren will be responsible for carrying out Federal environmental laws in his region and working with state and local officials to assist their mutual environmental efforts.
"Mr. Warren will bring to his new job a wealth of environmental, managerial and liaison experience in the executive and legislative branches of the Federal government," said EPA Acting Administrator Barbara Blum. "Based upon nearly three years of management experience at EPA, he is exceptionally well qualified in his knowledge of all our programs, including those crucial to his new regional responsibilities. He also has had extensive experience in dealing with environmental issues in that region based upon his private law practice and Congressional work."
Warren was an associate with the law firm of Donovan, Leisure, Newton and Irvine in New York (1965-67) and with the Washington law firm of Arent, Fox, Kintner, Plotkin and Kahn (1967-70). Prior to joining EPA, he was chief domestic advisor to U.S. Senator Jacob Javits of New York, with prime responsibility for the management of urban, environmental and civil rights legislative programs.
As Director of the EPA Office of Legislation, he directed the review of all legislation originating within the Agency or affecting the Agency and served as principal counsel to Agency officials on all Congressional matters.
"Based on all his knowledge and sensitivity, Mr. Warren will be extremely capable of dealing objectively and fairly with any environmental issue which might develop in his region," said Blum.
Warren is 39 years old and an alumnus of the University of Florida, Phi Beta Kappa (1962). He has a law degree from Columbia University School of Law (1965) and an L.L.M. degree from New York University School of Law 91967). He is married to the former Jacqueline Manney of New York.
