Biography

Anne M. Gorsuch, Administrator of the U.S. Environmental Protection Agency, today announced the appointment of Peter N. Bibko as Regional Administrator for EPA's Region 3 headquartered in Philadelphia.

"Peter Bibko brings to EPA a unique combination of experience as an environmental lawyer and scientist," Mrs. Gorsuch said. "This experience will allow him to serve well the citizens of one of the most environmentally complex areas of the country."

Region 3 encompasses Pennsylvania, Delaware, Maryland, Virginia, West Virginia and the District of Columbia.

Bibko, 38, who is from Murrysville, Pennsylvania, has more than 15 years experience as an environmental consultant and lawyer. He comes to his new position following several years of private environmental law practice in Pittsburgh providing counsel to firms in the energy, steel, power, and pollution control industries. He specialized in environmental issues associated with establishing hazardous waste treatment facilities and with chemical and steel production, power plant siting, natural resource issues and problems related to water pollution.

In addition to his private law experience, he served for five years as a technical consultant to Westinghouse Electric Environmental Systems Department, a national consulting firm specializing in design and permitting of nuclear and coal-fired power plants throughout the United States, and in Puerto Rico and Europe.

Bibko also wrote local environmental protection ordinances for Pennsylvania municipalities and served as Vice-Chairman of the Murrysville, Pennsylvania, Environmental Advisory Council.

In addition to his legal background, he has extensive experience in the scientific field. He has served as a research scientist for the Lamont-Dougherty Geological Observatory, affiliated with Columbia University; the Boyce-Thompson Institute for Plant Research, affiliated with Cornell University; and the Gulf Coast Research Laboratory, affiliated with the Mississippi Academy of Science. He is the author of numerous legal and scientific publications on a variety of environmental topics, and has held research grants from the National Institutes of Health and the National Science Foundation.

Bibko received his bachelor's degree in biology in 1965 from Louisiana State University and a master's degree in environmental health engineering from the School of Civil Engineering, New York University, in 1971. He received his law degree from Duquesne University School of Law in 1977 and was admitted to practice in Pennsylvania the same year. He is currently a doctoral candidate with the Graduate School of Arts and Sciences, New York University, having completed his thesis research on "Effects of Nuclear Power Plant Operations on Fish Populations in the Hudson River Estuary."
