Jack E. Ravan
Biography

U.S. Environmental Protection Agency Administrator Lee M. Thomas today announced the appointment of Jack E. Ravan as Regional Administrator of the agency's Southeastern Region, which is headquartered in Atlanta. The appointment is expected to become effective in late April.

Ravan, 47, is a veteran manager with EPA, and previously served in the Atlanta post from 1971 to 1977, directing federal programs in eight states. The Region encompasses North and South Carolina, Kentucky, Tennessee, Mississippi, Alabama, Georgia, and Florida. Ravan currently is Assistant Administrator for Water.
Thomas said, "We are fortunate to have this experienced, professional manager take over once again a region where his home and roots are, and where he has served EPA so ably in the past. Jack's qualities of integrity and a sympathetic understanding of community environmental problems have been extremely valuable to the agency in fulfilling its mission."
Since Ravan was appointed to his present position in 1983, he has reorganized the Office of Water and administered a number of programs of national importance, including proposed at-sea incineration regulations, reauthorization proposals for the Clean Water Act, and creation of the Office of Ground Water Protection and the Office of Marine and Estuarine Protection.
Under his leadership a number of task forces also studies and made recommendations on a wide range of issues including future financing of wastewater treatment plants, pretreatment of industrial wastes, nonpoint sources of water pollution, and training of treatment plant operators.

Ravan served from 1982 to 1983 as Vice President, project development, for the Signal Clean Water Corp. of Atlanta, Ga., and from 1980 to 1982 was Director of the Alabama Department of Energy. From 1977 to 1980 he served on the executive management committee and as director of business development for Jordan, Jones & Goulding of Atlanta.
Prior to his service with EPA's Regional Office, he was special assistant to the federal co-chairman of the Coastal Plains Regional Commission from 1970 to 1971, and was administrative assistant to Senator Strom Thurmond of South Carolina from 1969 to 1970. He was a technical manager with the National Aeronautics and Space Administration from 1968 to 1969.
A graduate of the U.S. Military Academy in 1959, Ravan served for eight years in the Army, including duty in Vietnam where he led a helicopter unit combat command, and rose to the rank of Captain. He is a native of Easley, S.C.
