B. J. Wynne III

Biography

EPA Administrator William K. Reilly has named B. J. Wynne, III, to serve as Regional Administrator for Region 6, the Agency's Dallas office, effective on or about Jan. 1, 1992. This office oversees EPA's activities in Texas, Louisiana, Arkansas, New Mexico and Oklahoma.

"Buck Wynne brings to this job a firsthand understanding of the region's environmental problems and the programs designed to address them," Reilly said. "He will invigorate the Agency's environmental efforts in the Southwest, putting priority on a number of issues important to the Bush Administration. I expect he will make his mark in vigorous enforcement, pollution prevention, improving environmental conditions along the U.S.-Mexican border, implementing the Clean Air Act, elevating attention to estuaries and natural systems, and assuring consultation and a strong EPA presence in all states of the region."

Wynne has been a member of the Texas Water Commission since 1987. He served from 1988 to 1991 as Chairman of this three-member Commission, the major environmental regulatory body in Texas. The Commission has more than 1,000 employees, a budget of $62 million and jurisdiction over several environmental programs, including hazardous and solid waste management, Superfund cleanups, surface and groundwater protection, and enforcement.

Before being appointed to the Commission, Wynne served as Legislative Counsel to the Governor's Office in Austin, Texas, from January 1987 to August 1987. He practiced law with the firm of Shank, Irwin, and Conant from 1984 to 1986. And he was a legislative assistant in the Governor's office from 1978 to 1981.

Wynne is a 1978 graduate of Tulane University and earned his law degree from Southern Methodist University in 1984. He replaces Robert E. Layton, Jr., who announced his intention to step down as head of Region 6 earlier this year.

"Bob has served EPA and the federal government with distinction these past few years," Reilly said. "We wish him well as he takes on a new assignment."
