Biography

John R. Quarles, Jr., Deputy Administrator of the Environmental Protection Agency, today announced the appointment of Roger L. Williams to the position of Assistant to the Deputy Administrator and Director, Office of Operations Coordination.

Williams, 36, has served since 1970 as Director of the Office of Program and Management Operations in the Office of Enforcement and General Counsel of EPA.

He will replace Jack Flynn who will become a member of the Administrator's staff of the newly formed Energy Research and Development Administration on February 1.

In his new position, Williams will serve as Quarles' senior adviser, providing counsel and guidance with respect to the development and implementation of all the programs of EPA.

Quarles, in announcing the appointment, said, "Roger will bring a great many strengths to the job. In addition to his thorough knowledge of EPA's programs, he brings extensive management experience, sound judgment and rich competence which will be enormously helpful."

Before joining EPA, Williams served in the Office of the Secretary of the Interior where he was responsible for providing policy guidance and coordination on matters related to the development of the nation's energy and mineral resources. Prior to that he was senior program adviser, Division of Environmental Activities in the U.S. Bureau of Mines. He began Federal Government service with the Bureau of Mines College Park Mineral Resource Field Office in August 1958.

Born in Takoma Park, Maryland, Williams graduated from American University in Washington, D.C., with a bachelor's degree in geology in 1960. He has done graduate work in nuclear geology and techtonophysics. He and Mrs. Williams have two children, Leslie and Christopher, and reside in Rockville, Maryland.
