The Office of Regional and Bilateral Affairs (ORBA) provides policy and programmatic expertise for matters of environmental and geopolitical importance to the U.S. in other countries, with a special emphasis on priority countries and regions. The Office is responsible for maintaining current environmental, cultural, political and economic information for use in developing Agency projects and programs with priority countries and regions. This information includes extensive knowledge of:

The Office identifies and deploys skills in designing and implementing international programs, including programs related to international capacity building and environmental governance, while maximizing the effectiveness of these efforts. Additionally, ORBA oversees the implementation of the Agency’s international initiatives in specific countries or regions.

ORBA serves as the Agency’s primary point of contact with government officials and environmental experts in priority countries and regions. The Office develops Agency-wide strategies for priority countries and regions and maintains relationships with multilateral experts and international environmental financial institutions in order to advance work in these areas. For bilateral relationships, the Office is the Agency’s primary liaison with the State Department, U.S.AID., and foreign missions. Office expertise is generally divided among the following geographic groupings: North America; Latin America; Asia-Pacific; and Eurasia, Africa and the Middle East. The Office exercises a leadership role on the U.S./Canada/Mexico trilateral Commission for Environmental Cooperation as well as the U.S.-Mexico Border Program.
