The Illinois Department of Commerce and Economic Opportunity (DCEO) became an ENERGY STAR partner in December 2000. The Illinois restructuring law of 1997 created an energy efficiency trust fund that is used to support residential energy efficiency programs, such as the replacement of windows, appliances, lighting and efforts targeted at low income customers. The DCEO serves as the administrator for Illinois public benefits funds. In 2000, the DCEO promoted ENERGY STAR qualified lighting through special events. Currently, the DCEO distributes Residential Energy Efficiency Kits--which include ENERGY STAR qualified CFLs--to low-income residents throughout the state. For 2001, the DCEO is planning to continue distributing information about ENERGY STAR qualified lighting as well as possibly offering consumer incentives on ENERGY STAR qualified appliances. The DCEO expects to coordinate closely with the Midwest Energy Efficiency Alliance and with ENERGY STAR manufacturer/retailer partners on future promotions. The DCEO was LMOP's first commerce office and is offering a grant program through which they can pay up to 50 percent of a given project's costs, up to $450,000.
