Funding Landfill Gas Energy Projects

Renewable Resource Project Loans

In 1993, the Energy Division of the Idaho Department of Water Resources expanded a conservation program to encourage renewable energy usage among business and agricultural consumers in the state.

Under the state’s Renewable Resource Project Loans program, commercial and industrial customers may borrow up to $100,000 at four percent interest, with a five-year payback period. The project must be installed within 90 days after the project has been approved. To be eligible for a loan, a project must demonstrate an estimated payback period from energy savings of 15 years or less; conserve energy through the use of renewable energy resources, resulting in energy savings based on a net reduction or displacement of non-renewable resources; utilize existing reliable technologies; and meet federal and state air and water quality standards.

Funded projects have included solar energy and wind power systems for livestock watering, geothermal space heating and ground source heat, hydropower systems for onsite use, wood and pellet stoves, and biomass energy sources. Although no landfill gas utilization projects have been funded to date, they are eligible under the program.

To be eligible, a project must conserve energy through the use of renewable energy resources. Projects which are energy-for-sale or energy-commodity-for-sale projects do not qualify.

Renewable Energy Equipment Sales Tax Refund

Idaho provides a 100-percent tax rebate to taxpayers who purchase qualifying equipment and machinery used to generate electricity from landfill gas, fuel cells, low-impact hydropower, wind, geothermal resources, biomass, cogeneration, and solar energy. To be eligible for the rebate, purchasers must use the equipment to develop a facility or project capable of producing at least 25 kilowatts of electricity.

In order to receive the rebate, the taxpayer may file a refund request with the Idaho State Tax Commission after paying any sales and use taxes on the purchases. Before the taxpayer files the request, however, a public utility, cooperative utility, municipal utility, or the Idaho Public Utilities Commission must certify that the project will generate the minimum 25 kilowatts. The claim for this rebate must be filed on or before the last day of the third calendar year following the year in which the taxes sought to be refunded were paid. The rebate is set to expire July 1, 2011.

Renewable Energy Project Bond Program

Independent developers (i.e., non-utility developers) of renewable energy projects in Idaho may request financing from the Idaho Energy Resources Authority, a state bonding authority created in March 2005 through the Environment, Energy, and Technology Resources Authority Act. The Authority was created to support the construction of electricity generation and transmission projects by electric utilities. The State has now extended the financing to include independent renewable energy producers that are not qualifying facilities under the Public Utility Regulatory Policies Act.

The following types of renewable energy are eligible:

  • Open or closed-loop biomass (includes landfill gas)
  • Fuel cells
  • Geothermal energy
  • Waste heat
  • Cogeneration
  • Solar energy
  • Waterpower
  • Wind
