Xcel Energy Renewable Development Fund
The Xcel Energy Renewable Development Fund (RDF) provides grants for production of renewable energy, as well as research and development leading to full commercialization of renewable technologies. The Xcel RDF provides grants periodically through a request for proposals process. Eligible renewable energy technologies typically include landfill gas, wind, biomass, solar, hydropower, and fuel cells. Past RDF grants have been awarded to universities, non-profit organizations, commercial businesses, and governmental agencies. Owners of energy production projects need to sell the energy to Xcel Energy or use the energy themselves.
Each year, Xcel Energy must set aside $16 million for the fund in accordance with state statute. An RDF advisory board, composed of two representatives of Xcel Energy, two representatives of environmental organizations, one representative of the Prairie Island Indian Community, an industrial/commercial representative, and a residential representative, evaluates and selects proposals to support with resources from the fund. All selected projects are subject to final approval by the Minnesota Public Utilities Commission.
