The Mississippi River/Gulf of Mexico Watershed Nutrient Task Force was established in the fall of 1997 as part of the government's plan to address hypoxia in the Gulf of Mexico.

A federal interagency working group asked the White House Office of Science and Technology Policy (OSTP) to conduct what would come to be called the Integrated Scientific Assessment of Hypoxia, which analyzed the causes and consequences of Gulf hypoxia. This work was done through OSTP's Committee on Environment and Natural Resources (CENR).

The working group then expanded to include states and tribes affected by Gulf hypoxia and established the Mississippi River/Gulf of Mexico Watershed Nutrient Task Force.

The Task Force includes both federal and state agencies. Federal agencies include those with responsibilities over activities in the Mississippi River and its basin, the Louisiana coastline, and the Gulf of Mexico. Mississippi River or major tributary states also have representation on the Task Force.
