The UEP has developed a model for community involvement called the UEP Community Development Pyramid. The model outlines the goals, strategy and infrastructure to be developed in a target city. It relies on the following path to build local capacity and infrastructure to solve urban environment and public health problems:

UEP's initial efforts in Hartford were met with mistrust by the community. UEP participated in local community meetings and sponsored focus groups to start building credibility and begin understanding the range of issues facing residents. These meetings were a catalyst to bring stakeholders together and marked the first time local residents saw government listening not dictating. Today UEP works with several community groups within Hartford on issues that community members identified a concerns: chronic respiratory illnesses, lack of environmental health data available to the public, lack of political representation, and no support for community needs. UEP objectives for 2000 show that the UEP remains committed to working with the Hartford community to address these concerns.
Specific Objectives for 2000
- Decrease hospital visits for children who suffer with severe asthma and lead poisoning through targeted home-based education and relocation to healthy homes.
- Convert an overgrown area in the Behind the Rock neighborhood into an open space for productive use.
- Develop and implement a training program for neighborhood parents about the environmental issues facing Hartford and draft a plan of action to address them.
- Work with partners to collect, evaluate, and communicate neighborhood health data.
