The UEP has developed a model for community involvement called the UEP Community Development Pyramid. The model outlines the goals, strategy and infrastructure to be developed in a target city. It relies on the following path to build local capacity and infrastructure to solve urban environment and public health problems:

The residents of Hartford have fought long and hard for their cries of injustice to be heard. Finally, their perseverance is beginning to pay off. The first African-American to be elected on the Green party ticket ran on an environmental justice platform. Connecticut now requires industry to actively engage and solicit input from the community whenever applying to reapplying for permits. Developers now solicit input from the Hartford Environmental Justice Network and the Connecticut Collation for Environmental Justice, two of UEP's partners, prior to designing redevelopment plans. There is a new level of respect for the voice and needs of the community and a willingness to find common ground to respond to community concerns whenever making environmental decisions. UEP's 2001 objectives build upon these achievements.
Specific Objectives for 2001
- Continue efforts to reduce hospital visits through targeted home-based education and relocation to healthy homes for children who suffer with severe asthma and lead poisoning.
- Assess pest control practices of Hartford schools and train school stakeholders in Integrated Pest Management.
- Launch a new website in partnership with the Hartford Health Department and Uconn Environmental Research Institute, as a community resource that addresses critical environmental and public health issues in Hartford.
- Develop a multilingual website marketing strategy and conduct a series of community website demonstrations with local stakeholders.
- Work with partners to design and implement a city-wide diesel and asthma campaign.
- Develop a watershed management plan to improve water quality and enhance air quality in and around the Park River.
