The UEP has developed a model for community involvement called the UEP Community Development Pyramid. The model outlines the goals, strategy and infrastructure to be developed in a target city. It relies on the following path to build local capacity and infrastructure to solve urban environment and public health problems :
Phase 1: Understanding the Problems & Identifying Stakeholders
Phase 2: Building Community Capacity & Developing Local
Partnerships
Phase 3: Leveraging Public Resources To Improve Public Health
& The Environment
Phase 4: Public-Private Partnerships
Phase 5: Livable Communities
UEP has confirmed through the City, State, and community groups that residents have not received sufficient environmental information to make informed decisions. The UEP will organize forums to present the most current and accurate environmental data on Hartford in order to assist a multi-stakeholder group with the development of priorities and self-sustaining plans to reduce threats to public health and the environment around the six UEP priority issues In the City of Hartford, the UEP has completed Phase I and is currently starting Phase 2 of the above-described model. In FY2000-2001, the goals for the UEP effort in the City of Providence will include:
FY2000 Transition the program into Phase 2.
FY2001 Transition the program into Phase 3.
SPECIFIC ENVIRONMENTAL OBJECTIVES
Lead Poisoning Prevention
Objective: To prevent childhood lead poisoning through education and community outreach.
Urban Rivers/Wetlands
Objective: To retard degradation of urban rivers, improve access and viability, reduce ecological and public health threats from contamination, and promote economic development opportunities.
Urban Vacant Lots
Objective: To return vacant lots to beneficial use, eliminate illegal dumping and residential exposure to contamination and public health threats.
Clean Air/Indoor Air
Objective: To improve indoor air quality in urban areas and reduce asthma and respiratory triggers.
