Q:   When a Small Business teams with a Large Business (in a Prime-Subcontractor arrangement) to pursue a Small Business Contract, does the EPA evaluate the past performance of both the Small Business AND the Large Business or just the Small Business?

A:  The EPA evaluates both the Small Business and the Large Business.  All members of the team are evaluated.
