Offerors may expect release of solicitation PR-CI-07-10375 in the end of June, 2007. A draft performance work statement has been added for offerors information. The following represent responses to initial comments and questions regarding this solicitation and PR-CI-07-10392.
Suggestion: The very general listing of major support activities is similar for the two pre-solicitation notices, with a noticeable difference outlined in major support activity 2 and 3. Please consider including the same technical support activities in both procurements, i.e., allowing overlap in the scope of work areas in the IDIQ (PR-CI-07-10392) and the small business set aside (PR-CI-07-10375). This would aid EPA by allowing work to be done by the most qualified firm, regardless of their business classification.
Response to suggestion: There are sound socioeconomic reasons for the manner in which the two solicitations have been developed and no revision to either statement of work is anticipated.
Question 1: The notice for the small business set aside (PR-CI-07-10375) has a reference to spatial analysis and GIS work that is not included in the IDIQ notice (PR-CI-07-10392). Does this mean the IDIQ RFP will not contain GIS and related special analysis support elements?
Answer 1: You will find similar requirements in the statement of work for PR-CI-07-10392.
Question 2: Does EPA intend to provide a more detailed draft SOW document for these solicitations prior to the release of the actual RFP?
Answer 2: Yes.
Question 3: If EPA will not be announcing additional SOW details until the release of the RFP, will EPA allow additional time from the date of the release of the RFP until the submission date for proposals to allow interested firms a reasonable amount of time to make adjustments to their teaming and staffing arrangements? Additional time would aide firms in ensuring they can efficiently address EPA’s technical support needs.
Answer 3: This will be unnecessary based on the answer to question 2 above.
Question 4: What is EPA’s anticipated schedule for award of the contracts?
Answer 4: Solicitation PR-CI-07-10392 will be awarded in September, 2007 and solicitation PR-CI-02-10375 will be awarded in September or October, 2007.
