A SOURCES SOUGHT SYNOPSIS FOR THIS REQUIREMENT WAS PREVIOUSLY ISSUED UNDER SOLICITATION NUMBER 11-ORD-NCEA-ROE ENTITLED “REPORT ON THE ENVIRONMENT PROGRAM”. THAT SOLICITATION NUMBER IS NO LONGER VALID AND IS HEREBY CANCELLED. THE NEW SOLICITATION NUMBER IS SOL-CI-11-00039 AND IS ENTITLED, “TECHNICAL, ADMINISTRATVE AND LOGISTICAL SERVICES FOR ENVIRONMENTAL INDICATORS ON EPA’S REPORT ON THE ENVIRONMENT (EIRE)”.
The United States Environmental Protection Agency (USEPA), Office of Research and Development’s National Center for Environmental Assessment (ORD/NCEA), seeks a contractor to provide technical, administrative, and logistical support services for EPA’s Environmental Indicators and Report on the Environment (EIRE) Report on the Environment (ROE) program. Services to be performed include collection of data, preparation of technical documents, and technological, outreach and meeting services.
Specific task areas include: (1) Development, analysis, and evaluation of environmental indicators that support underlying ROE questions. This task area involves: (a) tracking indicators and migration of current data to existing databases; (b) providing indicator updates; (c) indicator revisions, additions and deletions; (d) updating indicator metadata; and (e) linking EPA’s strategic planning to the ROE system. (2) Development of technologies for communication of environmental information. (3) Provision of peer review and Science Advisory Board (SAB) consultation services (4) Provision of communications and outreach services which includes meeting and event support services, technical writing and editing, and word processing and graphic design.
The successful contractor of a resultant contract shall provide all necessary labor, materials, and equipment as outlined in the Performance Work Statement (PWS).
It is anticipated that the contract will be issued on a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) Term type basis with a 12-month Base period followed by four (4) consecutive one-year option periods, for a total potential performance period of five (5) years. The base level of effort for each term will consist of 3,200 direct labor hours. Each performance period will contain options for additional quantities for up to 2,800 LOE hours which brings the maximum total potential of the contract to 30,000 direct labor hours over a five (5) year period.
The applicable NAICS code is 541620 (Environmental Consulting Services) with a size standard of $7.0 Million. The anticipated solicitation is expected to be posted on or about May 27, 2011 and will close approximately 30 days thereafter. The solicitation will be issued on a Full and Open competitive basis with no small business set-aside. Interested parties are expected to download the solicitation and any subsequent amendments from the website and to monitor both the website and FedBizOpps (www.FedBizOpps.gov) for the status of the Request for Proposal (RFP).
