Technical Quality Assurance (QA) and Statistical Support for the Office of Research and Development (ORD)


The United States Environmental Protection Agency (U.S. EPA) seeks a contractor to provide technical quality assurance and statistical support (including decision quality support) to the National Risk Management Research Laboratory (NRMRL), Office of Research and Development (ORD) laboratories or centers, other Program Offices or Regions in document and product reviews, activity reviews, and technical quality system and statistical support. The contract will support EPA in implementing the most current version of EPA Order 2106.0, Quality Policy, and EPA 2105.0, Policy and Program requirements for the Mandatory Agency Wide System. Successful contractors will supply all necessary personnel and services to support the efforts delineated by the Performance Work Statement (PWS). Services to be performed under this contract include: 1) review of documents and products, such as program-specific quality planning documents (e.g., quality management plan), activity-specific quality planning documents (e.g., standard operating procedures), project-specific quality planning documents (e.g., quality assurance project plan) and research products (e.g., draft and final reports, conference papers, journal articles, models and other QA tools; 2) audits and assessments of quality systems or technical activities (e.g., system processes, and procedures) such as environmental sample collection and measurement activity, laboratory activities, information collection, interpretation, and reporting activities needed to characterize data quality, modeling application and/or development activities; 3) technical quality system and statistical support, such as conduct special studies and investigations on QA/QA procedures.

Be advised that Performance Work Statement changes are possible when the final request for proposal (RFP) is released. The proposed contract will be an indefinite delivery indefinite quantity task order contract with a base period of five years. EPA anticipates the award of one contract under this solicitation. The standard EPAAR solicitation provisions (EPAAR 1552.209-70 and 1552.209-72) require an offeror certify that it is unaware of any potential conflict of interest or disclose any potential conflict of interest
which may impact their ability to impartially conduct work under the solicitation. The standard EPAAR solicitation provision (EPAAR 1552.209-71) requiring a contractor to make full disclosure of any actual or potential conflict of interest discovered after contract award will also be a part of the resultant solicitation.


This procurement is a small business set-aside under NAICS code 541620 with a size standard of $14,000,000 in annual receipts. The solicitation, SOL-CI-12-00012, is anticipated to be available in early October 2012. Award is intended to be made by April 1, 2012.
