Vendor Questions:

Question 1: If acceptable to ask this question, could you please advise if the subject RFQ is a follow-on effort?

Question 2: Is RFQ-DC-11-00016 the follow-on to EP-C-07-059?

Government Answer: This is not strictly speaking a follow-on effort meaning you do not need previous experience with this work to accomplish the peer review. This peer review is being conducted as a continuing effort to analyze and monetize the benefits associated with reductions in impingement and entrainment at facilities that use cooling water. The Agency attempted to conduct a similar survey back in 2005 and 2006 but did not receive approval to conduct the survey in time field the instrument and use the results for a rulemaking. At that time we peer reviewed the survey instrument and the survey methodology. Below is the link for the peer review comments from that effort. A new peer review is required because EPA has changed the survey method (now a mail survey versus and internet panel) and survey instrument substantially.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-11-00016 and is being issued as a Request for Quotations (RFQ) in conjunction with FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions are those in effect through FAC 2005-43. The United States Environmental Protection Agency (EPA) and The Office of Water (OW), is seeking a contractor to provide peer review services with expertise conducting external independent environmental surveys. The North American Industry Classification System (NAICS) code is 531620. The Small Business Size Standard is $7million. This requirement is a total set aside for service-disabled, veteran–owned small businesses (SDVOSB). Contractors shall indicate in its response how it meets the small business type and size standard to qualify for award.

EPA anticipates awarding a firm fixed price purchase order for this requirement. The period of performance will be two (2) months from the date of award. Offerors shall submit a price proposal based on the requirements listed in the Statement of Work (SOW). For this requirement, vendors shall assume peer reviews are to be conducted for ten (10) applications.

Quotes shall be submitted electronically in Word or Adobe format via the e-mail links below. Questions are due by January 31, 2011 at 10:00 AM ET and quotes are due by February 7, 2011 at 4:30 PM ET to the points of contact listed below.

The following provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this submit their OCA information in lieu of the requested above.
