FINANCIAL SYSTEM MODERNIZATION PROJECT

Welcome to the Status Page for PR-HQ-05-12521—EPA's Financial System Modernization Project (FSMP). EPA used a single-stage acquisition that included three elements—software, integration, and hosting to meet its financial system modernization needs. Consistent with the Financial Management Line of Business initiative under the President's Management Agenda, EPA considered Government-designated Centers of Excellence for Financial Management as well as private sector providers as part of its best-value determination for this requirement. Centers of Excellence are the Department of Transportation, Department of the Interior's National Business Center, General Services Administration, and Department of Treasury's Bureau of the Public Debt. The Government solicited proposals from the private and public sectors under the contracting by negotiation procedures of FAR Part 15. This acquisition is identified in the EPA Acquisition Forecast Database under record number FY 05-260. Award has been made and the final status update has been posted. The draft and formal solicitations, bidder's list (and updates), amendments, Questions & Answers and other related items were posted as they became available on the Internet and were downloadable from the website.

February 13, 2007 Contract Award was made and notice of the award was posted to the website and FedBizOpps.

February 17, 2006 Amendment 2 to the solicitation was issued and posted to the website.

February 9, 2006 Amendment 1 to the solicitation was issued and posted to the website.

January 19, 2006 The Potential Source List was updated.

January 6, 2006 The Solicitation was issued and posted to the website with all Attachments.

Decemeber 6, 2005 The metadata record was posted. An EPA Assessment of Legacy Components against the Requirements Response Matrices is now available on the OCFO website. This includes the legacy Budget Formulation and Strategic Planning Component and the legacy property component.
