he Environmental Protection Agency (EPA) Office of Water (OW) Office of Wetlands, Oceans, and Watersheds (OWOW) intends to issue a sole source, firm-fixed priced purchase order to Dairy Research Institute (DRI) for OWOW to be a contributing sponsor/participant of DRI’s “2013 U.S. Dairy Sustainability Awards” program under the authority of Federal Acquisition Regulation (FAR) Parts 12 (Acquisition of Commercial Items) and 13 (Simplified Acquisition Procedures). Sole Source Justification: Based on market research and other available information, EPA has determined that DRI is uniquely qualified to satisfy the Government’s requirement as they are the only organization hosting the various awards programs and ceremonies described in the SOW. DRI holds a unique position with the National Milk Producers Federation, International Dairy Foods Association, and other industry-recognized stakeholder groups who have pledged to work together to promote the health of people, communities, the planet, and the dairy industry. DRI’s annual awards and related ceremonies are the premier event for the dairy industry in the United States and is not currently replicated or matched by any other program or ceremony. Although a significant cost-saving opportunity for EPA, it provides an invaluable opportunity for EPA to market and utilize the expertise of the industry partners, other sponsors, attendees, and participants, and network with these individuals and organizations as EPA partners to advancethe strategic goal of promoting environmental sustainability and pollution prevention through improved management of dairy-related activities in the USA.

NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA’s requirements as stated herein may submit a capability statement, which if received by the closing date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
