2012 River Rally Conference
The United States Environmental Protection Agency (USEPA), Office of Acquisition Management, intends to award a sole source purchase order using Simplified Acquisition Procedures under FAR Part 13 and the authority of FAR 13.106-1(b)(1) to River Network for Office of Water (OW) participation in the 2012 River Rally Conference to be held in Portland, OR on May 4-7, 2012.
River Rally 2012 is a multi-day, national event hosted by River Network, a (501(c)(3)) with headquarters in Oregon. River Rally 2012 will attract over 500 attendees representing local, state, regional and national watershed groups, tribes, state and federal agencies, educators and natural resource professionals. The event is designed to convene those new to the world of watershed stewardship with those who have decades of experience and everyone in between. The working relationships forged at River Rally tend to last for many years and increases the capacity of everyone working on behalf of water.
The River Network is the only organization that can provide this unique service to reach EPA’s target audience at this time. Due to the nature of this procurement and the contractor’s unique qualifications, this acquisition requires the use of sole source procurement procedures.
As a training event, River Rally provides attendees with a full day of intensive sessions designed to engage attendees in the details of a given topic. In addition, approximately 90 workshops offered over the course of three days provide attendees with a wealth of education, new knowledge and tools to take home and implement on-the-ground. Optional field trips also allow participants to learn of local strategies and innovation; our service-day project will focus on establishing water retention systems with the Muslim Community Gardens. River Rally is the only event where, each year, attendees walk home both educated and inspired to continue their work on their home-town waterway.
The upcoming River Rally 2012 is a major opportunity for EPA staff to forge relationships with a diverse assemblage of hundreds of environmental leaders from across the country.
This procurement will provide:
- EPA exhibit table and the larger exhibit space where approximately 15 agencies and organizations will offer relevant watershed-related information to attendees;
- An open invitation to all EPA staff to participate in the Techno-Lounge, where our most recent tools, apps and maps can be on display (Saturday, May 5);
- EPA workshops and activities listed below, including associated meeting room requirements, audio-visual aids and/or internet, tech support, logistics/staff support and evaluations (May 4-7 th); and
- All meeting room space and associate requirements (audio visual aids) to accommodate the concurrent workshop sessions on Saturday, Sunday and Monday (May 5-7 th).
As stated above, EPA intends to award this procurement on a sole source basis. Nevertheless, if any vendor feels they are capable of performing this work, they must submit evidence of such capability within 10 days of this posting.
