Intent to Award a Sole Source Purchase Order  

University of Arkansas for Medical Sciences (UAMS)

UAMS 27 th International NeuroToxicology Conference (NEUROTOX27), October 30 – November 2, 2011  

The Environmental Protection Agency (EPA), u nder the Simplified Acquisition Procedures of FAR Part 13, intends to award a sole source purchase order to the University of Arkansas for Medical Sciences (UAMS) for the following requirement: UAMS 27 th International NeuroToxicology Conference (NEUROTOX27), October 30 – November 2, 2011”.

The U.S. EPA Office of Research and Development seeks to obtain services from UAMS to provide a conference program consisting of plenary sessions, a workshop, symposia, tutorials, platform presentations, and a poster session, all of which are designed to inform attendees about the latest advances in neurobehavioral research relevant to effects associated with environmental exposure during periods of in utero and postnatal development to endocrine disrupting chemicals. This setting shall encourage an open exchange of ideas in this specialized and focused subject area.   

Overall, the NEUROTOX 27 conference program, including the Risk Assessment Symposium and Panel Discussion, will benefit EPA by increasing knowledge on the (1) evaluation and understanding of important neurodevelopmental effects in animal models and humans for environmental agents, with a focus on endocrine disrupting chemicals; and (2) utilizing neurodevelopmental data in human health risk assessment, particularly as they apply to susceptible populations such as infants and children. The NEUROTOX27 conference is therefore of value in addressing and achieving the goals and missions of NCEA and the Agency.

The U.S. Environmental Protection Agency, through this sole source purchase order, will be cosponsoring the NEUROTOX27 conference at the Diamond Level.  Products and deliverables include:  

UAMS shall accomplish the following tasks and shall complete the tasks according to the estimated time schedule given below.

Task 1. Arrange Selection of Speakers

UAMS shall select experts in the area of neurobehavioral assessment in children and in risk assessment to serve as speakers and expert panelists for the symposium. UAMS shall arrange payment for speaker travel, intercity transportation, hotel accommodations, meals, and meeting registration fees.

Task 2. Facilitate Meeting Room, Audiovisual Equipment, and Other Miscellaneous Costs

UAMS shall facilitate provision of a meeting room for conduct of the symposium and panel discussion, as well as arranging for audio visual equipment and any related fees. Miscellaneous symposium-related expenses for telephone services, photocopying, and other office costs shall be provided by UAMS.

Task 3. Conduct Symposium and Panel Discussion

UAMS shall conduct/facilitate the risk assessment symposium and panel discussion during the scheduled timeframe of the conference (i.e., by November 3, 2011).

Task 4. Submit a Report of the Final Proceedings

UAMS shall provide the EPA Project Officer with a report of the final proceedings of the symposium within three months after the completion of the Annual Meeting (i.e., by February 3, 2012).

Task 5. Publish Conference Summary in the Peer-Reviewed Literature

UAMS shall publish the conference summary in the peer reviewed literature (i.e., NeuroToxicology) and provide the EPA Project Officer with 10 hard copies of the journal publication special issue, within twelve months after the completion of the International Neurotoxicology Conference (i.e., by November 3, 2012).

 

NO SOLICITATION OR REQUEST FOR QUOTATION (RFQ) IS AVAILABLE. Notwithstanding, an organization who believes it is capable of meeting EPA’s requirements as stated herein may contact the POC.
