NAICS Code: 611699 - The U.S. Environmental Protection Agency (EPA) Homeland Security Division (HSD) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) part 13, Simplified Acquisition Procedures to Hyperion Legion International, LLC (HLI). for Weapons Familiarization and Convoy Operations training. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that HLI is uniquely qualified to satisfy the Government’s requirements, as they are the only Service-Disable Veteran Owned Small Business who provides training on convoy operations, weapons familiarization, man-down and protection-extraction tactics in the Houston, TX area. HLI has provided training to the Homeland Security Division in the past and is familiar with the specific training requirements required for HSD to fulfill all force protection and personnel security missions. Hyperion Legion International has the ability to provide both range (daylight and reduced light handgun, rifle and shotgun training) and classroom training in the Houston, TX area. Notwithstanding, any firm that believes it is capable of meeting EPA’s requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
