The U.S. Environmental Protection Agency (US EPA) Office of Air Programs (OAP), Clean Air Markets Division (CAMD) has changed the contracting method previously advertised under this synopsis. The US EPA now intends to competitively award up to 2 Research and Development contracts, under Federal Acquisition Regulations Part 35, to obtain equipment, develop new equipment, and purchase and maintain equipment for the next generation of the Clean Air Status Trends Network (CASTNET) program.
The intended contracts are to be performance-based and set-up in the following manner:
Base Period: Fixed Price, 6 months - Includes the purchase and testing of two monitors. From the testing that occurs in this period 1 contractor will be chosen to exercise the next option period for development.
Option Period I: Cost-Reimbursement, 12 months - Development of equipment to meet Government specifications
Option Period II: Fixed Price, 3 months - For testing period after the development stage. This testing will determine if Option Period III - for purchase and maintenance of equipment - will be exercised.
Option Period III - V: ID/IQ, 12 months each - For the purchase and maintenance of equipment.
This procurement will be conducted as a small business set-aside competition under the Federal Acquisition Regulations (FAR) Part 15: Contracting by Negotiation. The formal solicitation and other related information and items will be posted at this website on or about March 8, 2007. Interested parties are advised to periodically monitor this website for updates concerning this procurement. Telephone inquiries will not be taken.
The purpose of the contract is to purchase air monitoring equipment with robust, high-temporal resolution ambient air measurements for use in long term, routine monitoring networks. A draft statement of work and draft performance standards for the equipment can be found below
