The United States Environmental Protection Agency (EPA), Office of Small and Disadvantaged Business Utilization (OSDBU), anticipates conducting a full and competition to for services and facilities in support of the OSDBU Outreach Center. The EPA is interested in Historically Black Colleges and Universities for this effort. The work performed by the Contractor shall include small business counseling, training and technical assistance, outreach, data collection and tracking, preparation of monthly reports and customer feedback. The Contractor shall also provide facilities or an appropriate location to house the Outreach Center. Currently, the EPA does not have the requisite facilities for the Outreach Center. The North American Industry Classification System (NAICS) code is 541611, Administrative Management and General Management Consulting Services. The Size Standard is $6.5 Million. The Request for Proposals (RFP) will be posted on the Internet on or about June 6, 2007. Proposals shall be due approximately thirty (30) days after the RFP issuance date. The anticipated contract type is fixed-rate, time and materials. The period of performance is expected to be one base year with three (3) one-year option periods. The estimated labor hours for each period are 8,000 hours.
