Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division, Program Contract Service Center (3803R) 1200 Pennsylvania Avenue, NW Washington, DC 20460

The United States Environmental Protection Agency (EPA), Office of Inspector General (OIG), anticipates conducting a full and competition for Temporary or Intermittent Professional Services (TIPS).  To improve OIG effectiveness, subject matter experts are required in support of audits, evaluations, analyses, and special studies.  This support will require technical and subject matter experts such as:  scientists, industrial hygienists, information technology managers, toxicologist/risk assessors, hazard ranking system specialists, hazardous waste specialists, biologists, geologists, hydro-geologists, radiation specialists, program and management analysts, auditors, and administrative specialists, to assist the OIG in meeting short-term needs and/or special assignments in accomplishing its mission.  The North American Industry Classification System (NAICS) code is 561320, Temporary Help Services.  The Size Standard is $12.5 Million.  The Request for Proposals (RFP) will be posted on the Internet on or about Jul 20, 2007.  Proposals shall be due approximately thirty (30) days after the RFP issuance date.  EPA anticipates awarding either one (1) or two (2) fixed-rate, indefinite delivery, indefinite quantity contracts with Time and Materials task orders.  The period of performance is expected to be one base year with four (4) one-year option periods.  The estimated maximum level of effort for all five (5) years is 13,495 hours.

The formal solicitation, amendments, procurement updates and other related information will be posted on the website listed above as they become available.  Interested parties are advised to periodically monitor the above website for updates concerning this procurement. All responsible sources may submit a proposal which shall be considered by the agency.

Additionally, EPA requests interested potential offerors submit a brief capability statement no more than ten (10) pages in length describing relevant corporate knowledge in the subject matter noted above and any other information, as appropriate.  Capability statements should be received no later than July 18, 2007, and should be submitted electronically to Bradley Austin at Austin.bradley@epa.gov.  Based on information currently available, EPA does not anticipate fulfilling this requirement through any type of small business set-aside.  No feedback will be provided regarding individual capability statements.  EPA will not reimburse any costs incurred by potential offerors in providing these capability statements.
