The U.S. Environmental Protection Agency, Office of Acquisition Management (EPA/OAM) is seeking a contractor with the capacity and technical capability necessary to perform successfully under the requirement described herein. The subject requirement provides technical, analytical and enforcement support for EPA's Office of Enforcement and Compliance Assurance (OECA), Office of Compliance (OC). The purpose of this requirement is to assist the Office of Compliance by helping regulated industries come into compliance with environmental laws and regulations; developing and implementing measures of effectiveness and providing training on how to use these measures; as well as modernizing various compliance data systems. Additional support is required on compliance issues relating to the Toxic Substances Control Act (TSCA), Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA), and other environmental regulations. The selected contractor shall also assist the Office of Compliance with enforcement and compliance trainings for various stakeholders. These services are currently provided by the incumbents, Eastern Research Group, and Abt Associates, Inc. under EPA contracts #EP-W-04-057 and EP-W-04-058 respectively. Notwithstanding the Government's option to exercise term extensions, the current contracts are scheduled to expire on 30 September 2009.
This solicitation provides for Full and Open Competition.
The Government anticipates awarding a five year, cost-reimbursement type contract, in accordance with FAR Part 15 - Contracting by Negotiation Procedures. The North American Industry Classification System (NAICS) code for this procurement is 541620. The small business size standard for this NAICS category is $6.5 million in annual receipts (or income) as defined under 13 CFR § 121.104.
