The upcoming solicitation is a re-compete of existing contract EP07H001051 with Stratus Consulting that is expiring. There is no set-aside for this effort. Updates to the Interested Parties List will not be done at this time. Firms who did not respond to the Sources Sought Announcement may contact the points of contact included on the Interested Parties List to discuss possible teaming/subcontracting opportunities. Please do not call or e-mail any questions at this time. Questions will be taken during the solicitation phase during the timeframe stated in the solicitation. The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), State & Local Branch (SLB) anticipates awarding a single Indefinite-Delivery/Indefinite-Quantity, Time-and Materials contract with a one-year base and four one-year option periods. This procurement will be conducted as a full-and-open competition under the Federal Acquisition Regulations (FAR) Part 15: Contracting by Negotiation. The formal solicitation and other related information and items will be posted at this website on or about August 1, 2008 . The total labor hours estimated for this effort is approximately 101,000 hours for the base and all options. All responsible offerors may submit a proposal. Copies of the solicitation will be available on this site. Paper copies of the solicitation will not be provided. The draft Statement of Work and a listing of Interested Parties is available below.

The objective of this requirement is to support EPA's State and Local Branch's efforts to identify, analyze, develop, and communicate activities, programs, and policies that help state and local governments implement cost-effective clean energy and climate change policies. Clean energy includes cost-effective energy efficiency (EE), renewable energy (RE), and clean distributed generation and combined heat and power (CHP). This support will be accomplished through work in the following areas: 1) program support and technical assistance to EPA; 2) program support and technical assistance to state and local governments; 3) clean energy, air quality, climate change, and human health analyses, studies, and evaluation; 4) clean energy, air quality, climate change, and human health guidance and tools; and 5) communications, information materials, meetings, and workshop support. It is the responsibility of interested parties to regularly monitor this website for updates to this procurement.
