The U.S. Environmental Protection Agency (US EPA) Office of Policy, Economics and Innovation (OPEI) anticipates one award for a level of effort, cost reimbursable type contract with a one-year base period and four 12-month option periods. The RFP will be issued under full and open competition and conducted under Federal Acquisition Regulation (FAR). The North American Industry Classification System (NAICS) code for Professional, Scientific, and Technical Services is 541620 – Environmental Consulting Services. The total labor hour estimate for this effort is approximately 140,000 hours, including all options. All responsible offerors may submit a proposal.
Solicitation PR-HQ-08-13434 "Innovation Mission: Technical Support for Stimulation and Promoting Innovations to EPA’s System of Environmental Protection" is scheduled to be posted on or about March 25, 2009. Proposals will be due thirty days from the posting date. The requirement will be for support in the areas of research, data collection, technical assistance and outreach; database management, quantitative analysis and modeling; and the development of policy options and analyses regarding: the impacts of current development patterns; alternative forms of development; the development of mechanisms that encourage smart growth and related environmental practices; and improved management of community resources and growth.
