RFQ-DC-09-00182 Power & Energy Analytic Resources Emissions Market Meter and Multi-Client Study

The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Clean Air Markets Division (CAMD), under the Acquisition of Commercial Items procedures in FAR Part 12 in conjunction with the Simplified Acquisition Procedures of FAR Part 13 and the authority of FAR 13.106-1(b)(1), intends to award a sole source fixed-price purchase order to Power & Energy Analytic Resources (PEAR). Due to the nature of this procurement EPA believes there is only one responsible source capable of meeting these requirements. The Market Meter provides a detailed monthly analysis of the NOx, SOx, and CO2 markets including a monthly analysis of changes in response to new emissions markets such as 1) the trading of CO2 allowances in RGGI regions, 2) domestic greenhouse gas offsets, and 3) mercury allowance trading. The Multi-Client Study will also provide information on these topics.
