RFQ-DC-09-00250 Report on the History and Development of the Environmental Protection Agency’s Suspension and Debarment Program

Update: August 5, 2009

An amendment to the RFQ is attached immediately below. The amendment includes vendor questions and EPA's responses to those questions. Questions may be directed to the Contract Specialist listed as the point of contact below.

1) Prospective sources are reminded that an award can only be made to a vendor who is registered in the Central Contractor Registration (CCR) database – if not registered, please go to www.ccr.gov

2) This clarifies that this is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 and is a small business set aside.

3) This is to clarify the sentence under DELIVERABLES/REPORTS on page 8 of the RFQ, which states "The vendor shall not publish or otherwise release, distribute, or disclose any work product generated under this order, unless otherwise required by law.” This sentence means that the vendor is precluded from using any information contained in the deliverables/report, under this RFQ, in any other government or private sector training or consultation that they may provide.

The US Environmental Protection Agency’s (EPA) Office of Acquisition Management (OAM) is seeking quotes for the Office of Grants and Debarments (OGD) in compiling and writing a report on the history and development of the EPA suspension and debarment program, in conjunction with the history and development of the Government-wide Federal suspension and debarment system, including development and evolution of both the procurement and non-procurement versions of the suspension and debarment systems. The EPA intends to issue this Purchase Order as a fixed price. Any changes that may be required after this order has been issued must be modified into the order by the Contracting Officer (CO) before any additional work may be done.

Questions are due no later than 11:00 am Washington, DC time on August 4, 2009. Questions will be answered as an amendment to the RFQ and issued to all vendors.Questions about the technical or contractual details of this procurement must be submitted in writing via email to green.rose@epa.gov.
