Under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Environmental Protection Agency (EPA) Office of Administration and Resource Management (OARM), in Washington, DC, is seeking the use of a theatre/hall for the annual EPA awards ceremony. In order to be considered for award, the proposed location must be located within four blocks of the EPA offices in the Federal Triangle area of Washington, DC

 

Statement of Work

EPA’s National Honor Awards Ceremony

Potential Dates: May 20, 2009*
June 2, 3, 4, 10, 11, 2009

Number of Seats Required: 1,950
Seats and aisles must be numbered to allow for detailed seating chart to be created. This allows for quick seating of all awardees, family, friends and coworkers. There is assigned seating of all awardees.

Time needed: See next two items below (day before ceremony and ceremony day)

Day before Ceremony: Set-up the day before the ceremony (in the afternoon) from
12:00 p.m. – 4:00 p.m.

Ceremony Day: 8:00 a.m. – 3:00 p.m.

Ceremony Time: 10:00 a.m. – 12:00 p.m.

Onsite Equipment: Audio equipment to include microphones and playing of music on CD (other equipment may be determined at a later time). At least 7 8' x 4' tables, skirted, will be needed. Two (2) tables will need to be in "foyer" area to hold Ceremony brochures. Five (5) tables need to be off the stage to hold plaques and medals.

Onsite Help: Lifting/moving of boxes, set of skirted tables and chairs, hanging banner as back drop, setting up stage as requested and other on site help may be determined at a later time. Handle the playing of music on CD provided by EPA before and after the Ceremony, handle proper lighting as appropriate before, during and after Ceremony.

Clean up: EPA will have all left over awards and programs picked up by EPA movers immediately following the ceremony. Site venue will be responsible for all other clean up.

Other information: Awardees must be able to leave auditorium and enter a side/staging area where they can be put in order to enter stage. This area should be able to allow at least 80 employees to line up. This should be a short, direct route to the stage that is handicap accessible. This area must be in a semi sound proof area as we are softly talking to line-up awardees. This area should not be able to disturb the audience with soft talking.

There should be a "waiting room" for EPA's Administrator and Deputy Administrator. This should be back-stage, close to the stage room, with a restroom and professional seating.

There should be a "back stage" entrance for the Administrator and Deputy Administrator. The Administrator and Deputy Administrator must be able to be brought to and exit from a back-stage area where they will not be in the general EPA public/audience.

The Government intends to award a Firm, Fixed-Price Purchase Order resulting from this Request for Quote (RFQ) to the lowest priced, technically acceptable offer. Offerors shall submit a firm, fixed price quotation, including other direct costs (ODCs), and all applicable fees/charges, providing a ceiling price (maximum price) for this requirement. Contractors must be registered in CCR (Central Contractors Registration – www.ccr.gov), in accordance with FAR 4.11, to be considered

All questions concerning this RFQ must be submitted in writing and e-mailed to latham.wayne@epa.gov. Telephonic responses to this solicitation will not be accepted. Due date for receipt of responses to this RFQ will be 4:30 PM/Eastern Time on the above-mentioned response date. All offerors must have a valid DUNs number and fill out the Green Facility Checklist which is attached immediately below.
