In accordance with FAR 13.106-1(b)(1), the U.S. EPA National Enforcement Investigations Center (NEIC) intends to procure a sole source purchase order to LECO Corporation of St. Joseph , MI . The purchase order is for a service agreement for a Pegasus III Time-Of-Flight Mass Spectrometer. The agreement will be in place for one year, from December 1, 2009 to November 30, 2010.
The justification is as follows. LECO's analytical instruments are highly technical and very sensitive. LECO is the only provider of such services known to have the hardware, software, parts and skill to perform this request. This laboratory equipment has proprietary software specific to LECO. Included are proprietary software upgrade releases provided solely by LECO.
THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed in writing via e-mail to the link below by August 6, 2009 at 5PM. Telephone inquires will not be accepted. The decision not to compete this requirement is within the discretion of the government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
