PR-DC-09-01592 Annual Service Agreement For Entech Laboratory Instruments

In accordance with FAR 13.106-1(b)(1), the USEPA OECA/OCEFT National Enforcement Investigations Center (NEIC) intends to award a sole source purchase order to Entech Instruments, Inc. of Simi Valley, CA for a Premier Care Service Contract for an annual service agreement on a Model 7101AR Preconcentrator, a Model 7032A-L Autosampler, a Model 3106A Canister Cleaner, a Model 7051 Autosampler and a Model 4601A Dynamic Diluter. The agreement will be in place for one year, beginning November 1, 2009 and ending October 31, 2010.
The justification is as follows. Entech's analytical instruments are highly technical and very sensitive. Entech is the only provider of such services known to have hardware, software, parts and skill to perform this request. This laboratory equipment has proprietary software specific to Entech. Indeed, included in the agreement are proprietary software upgrade releases provided solely by Tentech.
THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed in writing via e-mail to: daniels.ryan@epa.gov by August 6, 2009 at 4PM. Telephone inquires will not be accepted. The decision not to compete this requirement is within the discretion of the government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
