This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ). The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) is seeking a contractor capable of providing four (4) reserved covered secured parking spaces for Government-owned vehicles for the support of the Criminal Investigation Division (CID) (Boston Office) located at 90 Devonshire Street, Boston, MA. The period of performance for this requirement is November 1, 2009 – December 31, 2010, with three (3) one-year option periods. The maximum expiration date for this requirement would be December 31, 2013. The selected contractor must be capable of providing these secured reserved parking spaces within a two (2) block radius of the CID office location; must be able to provide covered parking; and a secured facility with twenty-four (24) hour, seven (7) days/week access. Parking for these vehicles needs to be in close proximity of the office for quick departures for investigations of environmental crimes, gathering of evidence and meetings at U.S. Attorneys’ Offices as well as other federal, state and local departments. The U.S. Environmental Protection Agency intends to award a firm-fixed price Purchase Order, and services must be delivered on November 1, 2009.

The services are classified under North American Industry Classification System code 812930. All quotes must be inclusive of all taxes and fees. The base year and each of the three one-year option periods shall be priced separately. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government will award to the lowest price, technically acceptable contractor.
