Due to a late change in procurement strategy, this solicitation is anticipated to be released on or around November 18, 2009. It is the intent of EPA to award up to three (3) Indefinite Delivery, Indefinite Quantity contracts resulting from this solicitation. Each awardee would then be given the opportunity to compete for individual requirements to be awarded as task orders under the resulting contracts.

This notice is provided for informational purposes only and may be subject to change. The Contracting Officer has evaluated this requirement for potential conflicts of interest. EPA anticipates the inclusion of the following standard provisions for the upcoming solicitation :

We do not intend to place restrictions on offerors regarding individual COI notification, future contracting or COI certification for work assignments. Also, a COI plan will not be required for offerors responding to this solicitation.

EPA anticipates the release of the pre-solicitation notice during the week of October 12, 2009, with an anticipated solicitation release date of November 1, 2009.

Amendment 1 has been posted to the notice below which provides the location of the pre-solicitation conference to be conducted during the New Partners for Smart Growth Conference in Albuquerque, New Mexico, on January 22-24, 2009. The pre-solicitation conference will be held on Friday, January 23, 2009, from 7:30 am to 8:30 am in the Dona Ana room of the Albuquerque Convention Center. All interested parties are welcome to attend. No registration is required. For those unable to attend, the session will be recorded, transcribed and posted to this website.

This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, the U.S. Environmental Protection Agency (EPA) Office of Policy, Economics and Innovation (OPEI), Development, Community and Environment Division (DCED) is conducting market research to determine potential sources to provide technical support services for DCED.

Detailed information on this upcoming requirement is provided via a draft copy of the Statement of Work (SOW) which is posted on the EPA OAM website at http://www.epa.gov/oamhpod1/admin_placement/0910766/index.htm.

The North American Industry Classification System (NAICS) code for this procurement is 541611. The small business size standard is $7.0 million.  THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested small businesses to submit a brief capability statement demonstrating how they plan to meet the requirements in the draft Statement of Work (SOW). The SOW is focused on work in three areas:  (1) Policy Analysis and Research; (2) Technical Assistance to State and Local Governments and; (3) Communications and Outreach.  Response to this notice may address any or all of the areas noted. 

Submissions shall be limited to no more than ten pages. Standard brochures and paraphrasing of the SOW will not be considered a sufficient response to this notice. EPA is primarily interested in capability statements from small businesses under the NAICS code stated above. Capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail);  and (3) Technical description of capabilities in meeting the requirement.
Vendors should submit an electronic copy of the requested information to Bradley Austin, Contracting Officer, at austin.bradley@epa.gov, no later than Monday, February 2, 2009, at 3 pm EST. No feedback will be provided regarding individual capabilities statements. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls and/or requests for a solicitation will be accepted or acknowledged.

In addition to the information requested above, EPA is providing notice of a presolicitation conference for interested vendors and stakeholders to learn about this upcoming procurement.  The conference will be held during the New Partners for Smart Growth Conference in Albuquerque, New Mexico, on January 22-24, 2009. Specific time and location has not been determined yet but will be provided shortly via the EPA OAM website listed above. Information regarding the conference can be found at http://www.newpartners.org/.exit EPA  EPA also intends to host a similar conference at a later date in the Washington, DC, metro area for those unable to attend the January conference. Both sessions will be recorded, transcribed and posted to the website.
