The U.S. Environmental Protection Agency (EPA), Headquarters Procurement Operations Division (HPOD) is seeking offers for the following requirement. Your institution is invited to submit a quote in response to the EPA's posting of a RFQ on Fed Biz Opps (www.fbo.gov). See Fed Biz Opps Solicitation #1018AED131, for the EPA's requirement for EAD Technical Support for Professional Services, Data Analysis, and Development of EPA Statistical Dissemination Techniques.

The purchase order will be awarded under FAR Part 13 - Simplified Acquisition Procedures.

Deadline for Questions: Please submit your question(s) via email to bowman.janetb@epa.gov NLT (No later than) 11:30 am ET, Wed., Dec. 1, 2010.

Deadline for Quotes: Please submit your quote via email to bowman.janetb@epa.gov, NLT 2:30 pm ET, Tuesday, Dec. 7, 2010.

Period of Performance: Jan. 1, 2011 - Dec. 31, 2011.

SOW: Statement of Work is attached.

Offeror's quote should include the following sections:

1. Quality Assurance Project Plan: The contractor shall submit a quality assurance project plan as part of the technical section of their quote. The plan should briefly describe the quality control procedures that will be employed when conducting these measurements to ensure their precision and accuracy and freedom from bias. Information about the Agency’s quality assurance program that can be used to produce the quality assurance project plan can be found at: http:/www.epa.gov/quality/index.html.
2. Technical Section: Shall include the Contractor’s work plan.
3. Cost Section
4. Institution's contact information: DUNS and TIN numbers, and the contact person's name, department, address, phone number, and email.
